The first version of this competition has been cancelled on April 13, 2005. This is a new competition with the same name but different rules and a different deadline.


Dear colleagues,

With the intention of achieving the best possible conditions for authors
interested in the design competition "Europe 2020 Today for Tomorrow" and so
that quality works may be received, and because of big interest, the
Ministry of Foreign Affairs and the Croatian Designers' Society, as the
organisers, decided to annul the design competition "Europe 2020 Today for
Tomorrow", put out to tender on 24 March, 2005.

Enclosed please find the Rules of new Competition and the Application Form.

The changes in the new competition refer to the deadline for submitting the
works and to the mode of delivery. New mode of delivery will be anonymous in
order to contribute to the equality of all the authors participating in the
design competition "Europe 2020 Today for Tomorrow".

We are convinced that in this way the design competition "Europe 2020 Today
for Tomorrow" will provide the original design contribution to our future in
Europe, and quality designers' solutions, which we will be delighted to
present to the public at our exhibitions.

European Competition of Designers on the Visual Identity of Europe in the Future

How to design Europe 2020?

At the beginning of the 21st century, Europe is at a crossroads. What are its options? What will Europe look like in 2020? Who will be deciding on its appearance? Is there only one Europe or several of them...considering... its peoples... its identities... its cultures... its diversity... its states... its environment... its problems... its solutions... its forms... its future... its expectations... Although it is difficult to predict what Europe will look like, to design it is a completely different matter. This competition is aimed at European designers who wish to participate in the process of designing Europe's future.

Dear colleagues European designers, our continent is still in the phase of designing its integrity. We, European designers have the privilege, and maybe even a duty to participate in this process. Graphic design is the most suitable form of communication to overcome linguistic, cultural and civilizational differences between the countries and peoples of this old continent. Historical heritage, as well as the present, provides the basis for the future of the project of the United Nations of Europe, the single currency is already in use and is one of the examples on the way towards that goal. Economic, cultural, entertainment and sporting events already bear the name of this continent, but have not yet been designed in that spirit. Visual communication in all forms of the media and performing arts are an excellent opportunity to execute and carry out this demanding and historical project. Our profession is still not recognized as an important factor in solving this problem and that is why we need to prove ourselves in a creative and ethical manner. The visual concept depends on us, our inventiveness and our creativity. If we haven't yet got the right answers, let us ask the right questions. Maybe only the future generations will be proud of our pioneering contributions and results, which they will be able to use freely. Although graphic designers do not communicate in words, it has been necessary to say this and to thank you for your creative and completely free and original designs dedicated to Europe 2020. I hope this title will be inspirational and encouraging for yet another competition, and for the exhibition which we are organizing and in which we are inviting you to participate.

After the first poster (B1) competition EUROPE 2020, which demonstrated the great interest of our designer colleagues in the future of Europe, it is our duty to continue with this design project of a unified Europe. The new project task would be much more concrete and connected to reality. The first competition showed that designers are willing to think about the destiny of their continent. The new title EUROPE TODAY FOR TOMORROW would open a new question... the Europe we have, and the Europe we want? That would be an opportunity for European designers to adopt a stance towards their continent in a very responsible and constructive way. The current status quo is definitely not at the level that designers in Europe are able to offer. By suggesting changes for the better, designers would encourage European institutions to improve (define) Europe's visual identity at all levels. Design was born in Europe and it is necessary to confirm this once again: precisely now, at the time when European countries are unifying into a new whole by adding diversity of cultures and of historical heritage in a way that gives Europe a strong and prominent place in the world. The basis of the new competition would be subordinated to the new goal; the existing (realized) design would be open to new proposals or re-designs by the designers. Thematically completely open, but defined by civil and public contents everywhere around us, the competition would result in a large number of good standard solutions and proposals by which designers would once again show their professional and intellectual devotion to Europe.

Europe has to design its future or re-design its history in order to be competitive in the future that has already begun. The chaotic picture of communications in Europe can be seen as a confusion of the elements of its historical identity. The integration of countries also means the integration of their identities into a unique picture on which designers would yet have to work. The great men of European culture are the foothold of its identity. This project is MORE THAN DESIGN; it is a project of the Europe of today for a Europe of tomorrow.

Rules:

1. The Pan European Competition on the Visual Identity of Europe 2020 Today for Tomorrow is organized by the Croatian Designers' Society (HDD) and the Ministry of Foreign Affairs and European Integration of the Republic of Croatia at the initiative of HDD (hereinafter referred to as the organizers). The competition is held under the auspices of the Ministry of Foreign Affairs and European Integration of the Republic of Croatia, with the support of the Ministry of Culture of the Republic of Croatia and the Delegation of the European Commission in the Republic of Croatia. The goals of the competition are: the selection of three prize works and the organization of accompanying exhibitions and other events with the purpose of promoting the Project Europe 2020 Today for Tomorrow both in the Republic of Croatia and abroad. Both goals shall be realized in accordance with the terms stated in these Rules and in the Entry Form which is a constituent part thereof. The organizers reserve the right not to choose three prize winning works if upon examination of the materials submitted and their professional evaluation, the Jury referred to in item 22 makes such a decision. The organizer reserves the right not to organize the accompanying exhibitions and other events with the purpose of promoting the Project Europe 2020 Today for Tomorrow both in the Republic of Croatia and abroad, if the Jury referred to in item 22 of these Rules upon examination of the materials submitted and their professional evaluation, concludes that the material submitted, either in terms of quality or quantity, does not fulfil professional and other prerequisites for holding such exhibitions and/or other events.
2. Participation in this competition is open to designers professionally engaged in graphic design and to students of design. All participants shall guarantee that they are the genuine authors of the works submitted, that the works they have submitted are original, that so far they have never been published, issued or used in any place and in any form, and that they have never been submitted to other or similar competitions or offered to anyone for use. All participants shall take upon themselves all obligations which might arise from claims from third persons contrary to the given guarantee. The participants of the competition guarantee that until the announcement of the prize winning works of the competition they will not dispose of pertaining copyrights in any way, and the prize winners shall guarantee that following the announcement of the prize winning works they shall act according to the obligations undertaken under item 4 of the Entry Form.
3. The organizers and the members of the Jury referred to in item 22 of the Rules cannot participate in the competition, neither as individual participants nor as part of a group of authors.
4. Any one author or group of authors may submit a maximum of 3 (three) entries.
5. Participants must send their works and the signed Entry Form in accordance with these Rules. Works which arrive at the address of the organizer, whose authors have not sent the signed Entrance Form along with their works as described in item 6 of these Rules, shall not be taken into consideration.
6. Participants shall send the works and the Entry Form found at the end of these Rules and constituting an integral part thereof, in two separate parcels addressed to the Ministry of Foreign Affairs and European Integration, Petreticev trg 2, 10000 Zagreb, Croatia, in the following way:
a) in one sealed parcel (plastic or cardboard tube) with the designation "EUROPE 2020 DESIGN COMPETITION" - "DO NOT OPEN", which is to be marked with the author's identification code, the works shall be submitted anonymously - i.e. under a code (without the name and any label of the author). The works have to be submitted together with a short project description in English and photographs of the works in digital form on CD-ROM (Adobe Photoshop, A4 format, 300 dpi) or on 36 mm slides for reproduction purposes.
b) in the second sealed envelope - accompanying the first parcel and marked with the same identification code - the filled in Entry Form shall be submitted containing complete data on the author, with the designation "EUROPE 2020 DESIGN COMPETITION - DATA ON AUTHOR" - "DO NOT OPEN".
c) Each individual work is to be marked with a separate identification code.
7. All entries must bear an identification code of the author or group of authors. The parcels/envelopes in which the works and the Entry Form are submitted as described under item 6 of these Rules must not bear any labels or data on the author or group of authors, except for the identification code of the author or group of authors and the designation "EUROPE 2020 DESIGN COMPETITION" - "DO NOT OPEN". The organiser guarantees that until the decision of the Jury referred to in item 21 of these Rules, the envelopes with the submitted Entry Forms shall not be opened.
8. The identification code shall consist of an arbitrary group of signs (numbers and letters) chosen by the author himself/herself.
9. The entries must be in line with the subject of the competition and with the design task.
10. The format of the work should be 70x100 cm, digitally printed or made in some other technique selected by the author and appropriate for exhibition. On the back, it should bear a clearly printed identification code of the author or group of authors.
11. Each author must submit photographs of his/her works in digital form on CD-ROM (Adobe Photoshop, A4 format, 300 dpi) or on 36 mm slides for reproduction purposes.
12. Each piece of work must include in its design the obligatory text: "Europe Today for Tomorrow". If the author wishes to do so, he/she may include in the design additional text in any European language, but he/she must also submit the text separately in the English language.
13. Participation in the competition shall be free of charge and the organizers are not obligated to provide compensation to the participants for participating in the competition.
14. The organizers reserve the right to reject any work they deem offensive on religious, national or racial grounds, promoting sexual discrimination or representing any other form of discrimination and offence to morality or human rights, as well as any work not in accordance with the rules of competition or arriving after the deadline for submitting entries.
15. All works should be rolled up and carefully protected for shipping in a special cardboard or plastic tube marked with the identification code and the aforementioned designation, together with a short project description in English, digital photographs of the works for reproduction purposes and an enclosed separate closed envelope containing the filled in Entry Form containing complete data on the author or group of authors.
16. Shipping costs are to be paid by the participants. The organizers shall not be held liable should any works be lost or damaged during shipping and delivery.
17. The submitted works will not be returned to their authors. They shall remain in the possession of the organizers, who have the right to use them in accordance with the terms of the Entry Form which is a constituent part of these Rules and which the authors must send along with their works to the address of the organizer, in the way and within the deadlines prescribed by these Rules.
18. On the basis of the delivered Entry Form signed by the author, the organizers shall gain the following rights of use of the submitted works:
i. right to publish the work (make it accessible to the public)
ii. right to display the work at accompanying exhibitions and other events with the purpose of promoting the Project Europe 2020 Today for Tomorrow both in the Republic of Croatia and abroad
iii. right to publish the work in the exhibition catalogue in unlimited copies
iv. right to publish the work in the form of a book (in graphic or electronic form) which might be printed in cooperation with other European states or institutions, while the organizers withhold the right to decide on the number of editions and copies at a later time
v. right to issue the work or publish the work in newspapers, journals and other promotional materials and in other promotional activities, as well as put it on the air or publish it through the public media in some other way
vi. right to make it available to the public on the Web
vii. right to exhibit the work in public.
19. All the rights of use mentioned shall be transferred, by the authors' signature on the Entry Form and its delivery to the address of the organizer, to the organizer without payment of any compensation on his part, but under the assumption that the organizer shall not use the works for financial gain. By exception, if the need to use the works in commercial purposes presents itself, the organizers shall invite the author to regulate the terms for those forms of use in accordance with the law.
20. If the work is awarded one of the three prizes, by awarding the prize money in accordance with the terms of the Entry Form, the organizers shall acquire all the rights including rights of commercial use, as established in item 4 of the Entry Form. In that case the amount awarded shall also include the copyright fee for the rights acquired by the organizer.
21. A special committee shall review all works received in order to establish whether they meet the formal terms of competition. The works that meet the formal terms of competition shall be forwarded to the Jury for further procedure.
22. The works will be judged by a European jury of five members, consisting of three members from Europe and two members from Croatia. The jury will choose the three best entries and award them the following prizes:
1st prize € 6,000
2nd prize € 3,500
3rd prize € 2,000
23. The Jury's decision shall be final.
24. The authors will be informed by invitation of the exact time and place of the opening of the exhibition, which is to be held in Zagreb in 2005.
25. All works that the jury deems as meeting the competition rules will be displayed at the exhibition. Each author whose work is exhibited will receive a copy of the free catalogue by post at the address stated in the entry form. The catalogue will be compiled and printed soon after the opening of the exhibition.
26. All works shall be sent to the following address: Ministry of Foreign Affairs and European Integration, with the designation "EUROPE 2020 DESIGN COMPETITION" - "DO NOT OPEN", Petreticev trg 2, 10000 Zagreb, Croatia. They shall be sent as regulated in item 3 and 4 and by the final date of 4 July 2005, regardless of the form of delivery.

Statement on acceptance of the Rules of the competition "Europe 2020 Today for Tomorrow" and transfer of rights of use to its organizers:


I, the undersigned, state that:

1. I accept the rules of the Europe 2020 competition Europe Today for Tomorrow
2. I guarantee that I am the genuine author of the work which I submitted to this competition in accordance with item 6 and other provisions of the Rules, that until now the work has not been published, issued or used in any place and in any form, nor submitted to other or similar competitions or offered to anyone for use in general. I take upon myself all obligations which might arise from claims from third persons contrary to the given guarantee. I guarantee that until the announcement of the prize winning works of the competition I will not in any way dispose of copyrights pertaining to my work.
3. By signing this Statement I grant to the organizer, without compensation, the following non-exclusive rights of use for non-commercial purposes for the whole world, for the whole duration of the copyright:
i. right to publish the work (make it accessible to the public)
ii. right to display the work at accompanying exhibitions and other events with the purpose of promoting the Project Europe 2020 Today for Tomorrow both in the Republic of Croatia and abroad
iii. right to publish the work in the exhibition catalogue in unlimited copies
iv. right to publish the work in the form of a book (in graphic or electronic form) which might be printed in cooperation with other European states or institutions, while the organizers withhold the right to decide on the number of editions and copies at a later time
v. right to issue the work or publish the work in newspapers, journals and other promotional materials and in other promotional activities, as well as put it on the air or publish it through the public media in some other way
vi. right to make it available to the public on the Web
vii. right to exhibit the work in public.
4. If my work is awarded one of the three prizes, I declare that by awarding the prize money the organizers shall acquire all excusive rights for all forms of use prescribed by the Act on Copyrights and Related Rights (Official Gazette No.167/2003), for the whole world, for the whole duration of copyrights. In that case the amount awarded shall include the copyright fee for transfer of rights to the organizer and I declare that I have no more claims to that title. Exclusive rights acquired by the organizers in that fashion include especially the following forms of use, both for commercial and non-commercial purposes:
i. right to publish the work (make it accessible to the public)
ii. right to display the work at accompanying exhibitions and other events with the purpose of promoting the Project Europe 2020 Today for Tomorrow both in the Republic of Croatia and abroad
iii. right to publish the work in the exhibition catalogue in unlimited copies
iv. right to publish the work in the form of a book (in graphic or electronic form) which might be printed in cooperation with other European states or institutions, while the organizers withhold the right to decide on the number of editions and copies at a later time
v. right to issue the work or publish the work in newspapers, journals and other promotional materials and in other promotional activities, as well as put it on the air or publish it through the public media in some other way
vi. right to make it available to the public on the Web
vii. right to exhibit the work in public.

The Entry Form must be signed. In the signed Entry Form the participant of the competition is not authorised to make any changes or additions. In case he makes any changes or additions, it shall be considered that he has not fulfilled the conditions for participating in the competition.
